HomeKit Accessory already in another home

I am trying to add a second Netamo Presence security camera to Home. When I scan the HomeKit setup code I get the error "Accessory Already in Another Home". I only have one Apple Home so how do I add this accessory?

Did you purchase the camera refurbished or used? You may need to reset the camera to factory settings first.

I purchased the camera new. I tried several times to set it up so HomeKit has "seen" the setup code before but I don't understand how it has assigned it to another Home. I did have an "empty" Home on my Apple Watch which I have now deleted and replaced with my actual Home.
