A few days ago I accidentally deleted the one note I'd been keeping in the notes app. It's not a huge loss, but I'd like to recover it if possible. I don't use the cloud and have not backed up my phone in a long time.

Can anyone suggest a good app or technique for recovering deleted files from an iPhone 6+ running 10.2.1?
 
If you didn't clean "recently deleted" folder then you will have a chance to recover it.

But if you do...
I am afraid you are out of luck.
 
If you have a Mac you can use TM to restore them and they will be located in the user Library>Mobile Documents folder.
 
Also, if you haven't backed up your iPad to iCloud or iTunes recently, you could wipe your iPad and restore from the last backup that should still have the note on it (depending on when you first took the note on your device). Yeah, it's a PITA, but it's another option in addition the others suggested before me.
