Activate iPhone 4 without sim card?

I have an iPhone 4 that I've been using without a SIM Card and I just upgraded to iOS 5. The iPhone won't let me activate it because it says I need a SIM card.

The iPhone is factory unlocked so there must be someway to activate without a SIM card as I'd just like to use my phone again.
