I currently have an Apple Watch Series 6 on T-Mobile's DIGITS Apple Watch Plus which allows international roaming, necessary because I live overseas and travel for work.

This year I want to upgrade to the Apple Watch Ultra 3, but I want to buy mine overseas to avoid the blood oxygen function ban.

Does anyone have experience activating DIGITS on an Apple Watch purchased overseas?
Does anyone have experiencing activating DIGITS on an Apple Watch while overseas?

First thing first, Apple Watch can’t roam, at least the ones being sold today. If Ultra 3 can support roaming somewhat, it might help, or if you don’t use cellular at all, then it’s not bad.
Secondly, the type of service you might be able to receive For your Watch being purchased in another country could differ from the watch you get domestically.
Thirdly, buying Apple Watch from overseas might not help you to circumvent the ban.

I am definitely able to roam on my Apple Watch Series 6 on T-Mobile's DIGITS Apple Watch Plus plan. I just shut off my phone and my watch is connected to LTE in Vietnam.

Apple Watches sold outside the US have the blood oxygen functionality.
