"Program Activation On Hold" The known issue that a lot of people have been through.

Yesterday I got an E-mail from apple With my activation code. I pressed the link given in the E-mail, and I got this error message: “We are unable to activate your iPhone Developer Program membership because we are unable to successfully verify your identity…” I went ahead and posted a fax with my dad’s pass and information, as told. But the person at the postoffice was a bit unsure when she was posting the fax. So when i came back home i sent a online fax using a website named faxzero.com. (it includes ads... on the first fax page, so im not sure how apple is going to react) But i haven't received any answer from apple.
Thats why i hope you guys could give me some advices on what to do.
