Last week I wiped my 6s before I gave it to a family member. Once they went to activate it, to my surprise, it was locked by an AppleID that wasn't mine or theirs. Ever since I bought the phone via the Upgrade Program it's been in my posession, recently it's been locked in a safe. How could my phone be locked by another account?

I don't know much about this upgrading program. But if your phone comes from Apple Store, raise a complaint.
Maybe you will have a chance.

Sorry, it's Apple's iPhone Upgrade Program - the phone came straight from Apple. I'm headed to the store now.
