Activity app bug??

guys, my activity app always turns notifications on , so I turn it off manually , and then after a couple of hours I get this huge battery drain, so I checked the notification settings and activity is enabled again, by itself. WTF?! This happenes every day now. Notifications are off on the Apple Watch app, and they don't turn on by themselves.

I have a Apple Watch 3.1 , iPhone 6 iOS 10.2

I'd love to fix this....

I would use restrictions to limit their weird behaviour. However, given apple now automatically re-enable Apple Music if you turn it off... well.
Wait, restriction does not restrict notification settings...

Ok thnx, restrictions didn't help,
I restored and repaired, but it's still happening ..
Guys this driving me crazy, anyone?!
