I turned on Background Refresh for WhatsApp only, but when I go to the battery drain info screen, I see Instagram and Facebook are draining battery in the background, showing the minutes that have been active in the background. It's normal?
 
Hi! Quite agree with @humpbacktwale, that background activiy and app refresh are different things :
- apps will often go online to send notifications, or look for updates but the amount of data they use may be limited by a type of network you're using (wifi or celular)
- background app refresh lets apps refresh their content as if those apps are open in the foreground, which may lead to more data consumption
