I turned on Background Refresh for WhatsApp only, but when I go to the battery drain info screen, I see Instagram and Facebook are draining battery in the background, showing the minutes that have been active in the background. It's normal?

Background activity isn't the same as background app refresh.
Hi! Quite agree with @humpbacktwale, that background activiy and app refresh are different things :
- apps will often go online to send notifications, or look for updates but the amount of data they use may be limited by a type of network you're using (wifi or celular)
- background app refresh lets apps refresh their content as if those apps are open in the foreground, which may lead to more data consumption

Auto-play videos in Facebook has (or at least did) have an affect on background activity.
If I'm not mistaken, my Facebook app has this option disabled. I'll check! Thank you very much!
