I'm on 10.15.5 with several apps running.
I open the CPU tab in Activity Monitor.app, and sort by User. And I have "all processes" enabled in the menu, which I think is default.
My computer has 3 users, 2 of which are inactive and haven't been logged in for months.
There are 468 processes for my user.
Interestingly, there are 6 processes each for the two other users.
These are:
  • trustd
  • lsd
  • secd
  • distnoted
  • mdworker
  • cfprefsd

Does anyone know if this is "normal"?

Yes, I think it is. I am seeing similar with 10.15.5. These other user processes hang around until reboot.

That's so weird. You mean they disappeared after you rebooted? So they only exist the first time after updating to 10.15.5?

I just did a test where I logged out another user. Sure enough the processes for the other user still show up in Activity Monitor. It seems 14 processes belonging to the other user are still present in Activity Monitor:
