Hi, I'm on a 32GB 3GS with Blackra1n installed. How can I create an ad-hoc Wi-Fi network from my iPhone to whomever else wants to connect to my 3G?

Keep the iPhone in the pocket so you can browse on your iPod touch? Why not just browse on the iPhone...?
