What exactly is that VGA-DVI-whatever adaptor that comes with the Mini?

Does it let you use a VGA monitor?

It's a DVI -> VGA adapter (the order of the acronyms is important) and it converts the DVI signal into the analogue VGA signal.

VGA -> DVI adapters are much more expensive, into the hundreds of dollars, because it takes a lot of doing to reconvert an analogue signal into a digital one.

So yes, it allows you to hook up a VGA monitor.

Ah, thank you. I was a little confused, and since I'm getting a Mini soon, I want to know everything about it. :)

Cool, no problems. When are you getting your mini? Holding off till after MWSF so you can get iLife '07 or are you going to wait till March-ish for Leopard?
