Hi, I have CS4 and I'm trying to import a second photo into a new layer.

I've cut out the background of a pic of my son and want to change the sky. How do I get the second photo in a new layer?

I've tried multiple things and can't seem to figure out something so easy

Over there------->
I suppose the simplest method would be to use the Move Tool to drag the sky photo into the file containing the photo of your son. Just have both windows open and visible at the same time, click and drag from one to the other. That's all it takes.

Or open both images from Bridge into a single file to start with.
Tools/Photoshop/Load Files into PS layers.

Bridge is a very powerful programme and integrates very wel with PS. Well worth learning.

Or Copy sky and paste into a new empty layer. New layer button is on bottom of layer panel.
