Adding a Bookmark folder while adding bookmark

Is this an easy one that I’ve just glossed over, or some fundamental reason you can’t add a new bookmark folder when adding a new bookmark in safari on iOS ?

After clicking on the Share icon and then Add Bookmark, click on Location, then Favorites. The New Folder option is down at the bottom of all of your other folders that are listed.
