According to release notes, iOS 8.4.1 includes a feature that allows you to add a song to a playlist that doesn't exist yet. In other words, like Spotify or any other decent streaming service, it lets you start a new playlist with a song that is currently playing. But how??? The option doesn't seem to be there when I click "Add to a Playlist". It only lists already existing playlists.

You need to re-read that. It provides a way to add a song to a new playlist "if there aren't any playlists to choose from".
