What app is it in now? You need to share or copy it to the iCloud Drive app.

The final destination's iCloud because I wanna free up iPad space but still have access to certain files.
Is there zero way I can upload stuff to iCloud from an iPad?
For something Apple wants enterprise to take seriously, that seems pretty stupid.

It can, but its up to the app developer to include that ability/function with their app. That is not something Apple controls. iOS is not a file hierarchy system like OS X is.
