Adding URL as icon to homepage

Is there a way to add an icon for a web-based app or any other url as an icon to the homepage (assuming phone is jailbroken and using installer app). I thought I remember seeing this somewhere, but can't find it. That way, instead of having to go through safari, could just tap on the icon.
