By activating advanced protection, all notes are managed using end-to-end encryption.

So does it make sense to also have protected notes?

I started using secure notes when I migrated from 1Password to iCloud Keychain and moved all documents, software licenses, and more. Secure notes are configured end to end but cannot be tagged (similar to 1Passwword tags) with #.
To use # tags I have to unprotect the notes, but having advanced data protection shouldn't change anything in terms of security, right?

It remains obvious that if someone accesses my device he has access to all notes while with protected ones there is still a margin of safety.

The cloud encryption will be the same for locked and unlocked notes with ADP, but locked notes will add an other layer of security for anyone who may access your computer. Sometimes, we leave computers unlocked, and for very sensitive information, I would definitely keep the in-app protection. But you can probably remove the protection for most of your documents stored on there
