iCloud Advanced Data Protection outside the US

This feature is seemingly active / enabled within the US.

Does anyone have indicators for :
  1. Why it is restricted? Managing global onboarding? Per country laws / restrictions?
  2. When it will be rolled out to other countries? I am UK, so this has my personal interest
  3. Are there likely to be blockers by countries? China is obvious, however the UK's recent laws around encryption services puts us in a similar police state... However, US are also part of the "5 eyes"
  4. Could I swap my iCloud account, or create a new one, based in the US to get around this? Impacts for doing this, as well?
