Days ago i asked for 8gb or 16gb RAM for mac mini M1. Gonna go for 16gb. But now i listened that is rumored a keynote in 8 march, and maybe a mac mini m2.

Should i wait or not? The price of 16gb ram 256gb will be the same as now? Refurnished (mac mini 1) will be cheaper?

Well... if the event is on the 8th its only a week and a half away. I would wait.

However you can also get one now and return it within the 2 week window if one does end up getting announced

Short answer is - nobody can answer that question. The rumours seem to be all over the place and while many of the predictions of what Apple might announce in the future seem quite plausible, estimates of when those things will be launched are very hit-and-miss, especially in the current chaotic climate.

However - to get it in perspective - the Mac Mini M1 is now over 12 months old and was one of the first round of launches that put M1 Macs into existing case designs. The chances are that, whatever happens in March, or at WWDC, it will get upgraded with M2 and/or a new case design within the next year or so. If it is important to you to have the latest thing for as long as possible then the only solution is to buy a new model within a few months of its release. If not, the M1 Mini will be supported for years to come, won't turn into a pumpkin the second the M2 is released and a lot of people seem very happy with theirs.

As for the rumours... the Mini has never been Apple's highest priority, so it would be surprising if a M2 Mini appeared before the M2 Air (which would be a big seller that showcased the power efficiency which is likely to be the M2's big selling point). That could happen in March but there seem to have been zero rumours about that recently.

Apple's logical next step with the Mini would be to release a M1 Pro version to replace the Intel i5/i7 Minis that they are still selling. That wouldn't necessarily replace the regular M1 Mini, but would likely be significantly more expensive.

I would wait. But if you do buy the mini now, Apple has a two week return window. So if you do get it and apple announces something better that you want, just return it.

As others have mentioned I’d also advise to wait.
Reasons:
- better options for more RAM and/or better performance, possible price comparable or,
- slightly cheaper M1 Mac mini and even cheaper refurbished after March 8th.

1 week hopefully wont affect you much, if anything more $ to save on your part ;)

If "price" is your main consideration, buy an Apple-refurbished m1 Mini.
The m1pro Minis are going to be "more expensive". No point in hiding that.

If "performance" is your main consideration, you had better wait until the new Minis are announced next month (or not long after). If you jump the gun and buy BEFORE the new Mini is announced, I confidently predict that you are going to be VERY unhappy AFTER they are announced...
