Well, search no further for your solution.
- Open System Preferences.
- Click Security & Privacy.
- Click Privacy.
- Click Full Disk Access.
- Unlock the pane.
- Click "+".
- Select /System/Library/CoreServices/AppleFileServer/Contents/MacOS/AppleFileServer.
- Ensure it is checked after.
- Connect to AFP from a client and you will have solved the world problems for Apple legacy support.
