so i have an iphone 5 im trying to use on T-Mobile. I have it and now need to setup on TMBOILE with an unlock..

whats the best way to do this? can i unlock through Cydia once I complete jb?

No, there is no cydia unlock for the iphone 5.
If its an AT&T iphone 5 you can purchase an imei unlock for it and have it permanently carrier unlocked.

Swift unlocks.

Yep, it works.
I unlocked about 6-7 AT&T iphones from that site so far.

Yea but that won't really let you know unless you can make a phone call but I don't want to spend more on a prepaid account.

Simple Mobile will show as the carrier. Anyway once iTunes gives you the unlocked message, there's no need to test it (well you could).

That will 100% let you know. You dont need to make a phone call.
If the phone is still locked and you enter a Tmobile sim for example it will not accept it and will just display invalid sim.
If its unlocked it will activate and connect to simple mobile.
