Just upgraded to El Capi.

Now after every boot Wifi is turned on even it is Inactivated in Network preferences.
 
Trying to figure this out too. Wifi automatically turns on at start up even if I manually turned it off before shutting down.
 
Mine does not stall during boot. I just don't like the fact that my wifi is on as soon as I turn on my mac. I always turn off my wifi before logging out & shut down. Anyone? HELP!
 
I think I've figured out the "Auto On Wifi" on startup. I disabled "power nap".

:apple: >>> System Preferences... >>> Energy Saver >>> Enable Power Nap
 
My "Enable Power Nap" is disabled already.
