After JB--scrolling an issue and dock on bottom left corner?!

I JB-ed and restarted the iPad. Now, scrolling doesn't always work and my dock is on the bottom left corner of my screen. I only installed Backgrounder and SBSettings, in that order.

I have read some talk of reloading a Springboard, but don't know how to do that.

Any help?

Download the app "respring" and tap it when necessary.

You don't have to download an app to respring.

Bring up SBSettings (by swiping from left to right across the status bar) and press Respring.
