I use an audio editor program that relies on 3rd party plugins. Now, after updating to MacOS 10.15.4, I get a lot of "developer cannot be verified" messages, meaning those plugins will not run. In previous versions of Catalina I could go to system preferences / security & privacy and click the "Open Anyway" button. But this no longer seems to have any effect, regardless of whether I click the 'lock to make system changes' or not. A lot of these plugins are older and no longer supported by the developer but they are SO useful and used by a lot of people.

Ideas? Any chance Apple will make the "Open Anyway" button work again?

You can try to allow each plugin from Terminal with
xattr -rd com.apple.quarantine /path_to_plugin
or disable Gatekeeper with
sudo spctl --master-disable
