After wiping my phone, should I activate it before I sell it?

Should I wipe the phone, activate, and them remove the sim card? Or just wipe the phone and remove the sim card? Thanks!
 
What I would do is simply Restore the iPhone in iTunes and then set it up as a new iPhone. This way when you sell it, the buyer can test it out and none of your information or media will be on the device.
