Apparently there is an age limit to join the Apple Developer Program which is 18. I am not 18 so does that mean I cannot have an account under my name and it has to be under someone else's name who is 18+? Obviously I'm not going to be the one paying $99 because I'd have to be 18+ but does that mean I can't have the actual account under my name? Thanks

You're legally entering a contract and need to provide bank account information (if you're going to do paid apps). Therefore the account needs to be someone over the age of 18. The account name will be in the name of the person filling out all the documentation and signing the contract.
