Hey there! So, I couldn’t find anyone else with the same issue, so I thought I’d share my experience.

I have the iPhone 15 Pro (and other supported devices) and the M3 Pro Mac Pro 14”. I recently upgraded from beta 15.0 to 15.1 (dev) and was surprised to see the “Welcome” screen talking about Apple Intelligence. I live in Poland and buy all my devices from here. My Mac and iPhone should both be from here, right?

Anyway, I turned on Apple Intelligence in a flash because I was really excited about it. And guess what? It works! Everything seems to be working perfectly.

The only issue is that when you turn on Apple Intelligence on one device (like joining the waitlist), it should automatically turn it on on all your devices with your Apple ID attached. But that’s not the case. When I checked my iPhone settings, I was greeted with the message that “Apple Intelligence is not available in your region/country”.

Now, before you all Apple fanboys and tech support come after me, let me explain. I have the region (of all my devices) set to the United States, the device language (again, all devices) set to English (United States), and my Siri language set to English (United States).

So, my question is simple: why is Apple Intelligence working on my Mac but not on my iPhone? I mean, having it on my Mac is cool, but I don’t use it as much as I use my phone. I’d really appreciate any advice on how to finally turn it on for my iPhone. (I can’t create a US Apple ID, and changing my region isn't exactly an option as i am in an iCloud family ;/)

EU's gatekeeper rules apply to the iPhone and iPad but not Macs. Perhaps that is the reason why it's not ready to be rolled out on iDevices.
However, for you have it working on your Mac but not the iPhone is congruent with Apple's official information:
Translated from [Link]:
Apple Intelligence will be available on iPhone 16, (...) and iPad and Mac with M1 and later, as long as Siri and device language are set to English (U.S.). Apple Intelligence is not currently available for iPhone and iPad in the EU.
And explicitly for iPhone & iPad:
Apple Intelligence will not currently work if you are in the EU and if your Apple Account Country/Region is also in the EU.

I recall getting the news app on my phone when I was playing around with an iOS beta once upon a time, but then it disappeared in a subsequent update. It's possible that the beta doesn't withhold AI from the EU, but the official release of iOS 18.1 might.
