AirDrop not working

I am trying to send my wife pictures using airdrop. Bluetooth and wifi are on. Hot spot is off (per apples website). Anybody know any other tricks to get it to pull up contacts?

What tends to work best (but not always) for me is for both devices to not be connected to a Wi-Fi network ... Wi-Fi has to be on, but seems to be best if not connected to any network. Perhaps that lets the devices see each other better if they're not busy with a network connection, but it shouldn't be that way.
