Does anyone know if airplay 2 can be used to output audio to more than one pair of AirPods? This would be an amazing use case to share music or watch videos with friends in crowded noise places (buses, airports, airplanes...)

Unfortunately I don't have a second pair to link to my account and I'm not gonna bug my sister just to try this. I like the idea though!
 
AirPods use Bluetooth, while AirPlay uses wifi, so it is very unlikely that AirPlay 2 will have any affect on AirPods, but it would be nice to have that has an option, especially for something like the AppleTV.

Probably not until Bluetooth 5 is released (iPhone 8) - separate from Airplay technology. Samsung has a dual Bluetooth output solution with the new Galaxy S8 and Bluetooth 5...not sure if Apple would implement this feature but it's possible right now with Samsungs S8.

OT: A little sad that the new iPad Pros doesn't have BT5.:eek::(

One in my car and two around the house for runs, bikes etc. Trust me when I tell you, more than one confounded the system and continues to do so. Constantly having to repair as they will not seemlessly do so especially if you have multiple devices ie phone, pad etc. really dinosaur crap.
