Im looking to purchase an appletv gen3, I'd like to know if Watch video's on appletv and use the iPhone or iPad as the speaker.

And

I'd like to know if can selectively choose audio, video or bothnthrough AirPlay
 
No Airplay is an all or nothing kind of deal. You can't split the audio and video to different destinations.
 
you can play video on the phone (pad or touch also), and have audio out of an audio only airplay device.
or if you're accessing a shared video library on your iOS device, it will only send audio unless you're in mirroring mode.
but both of those go the wrong way for what you want.

with aifoil, you can send audio from your computer to your iOS device, if you want to do audio and video in sync though, you'll need to use their player, or another player if it is capable of offsetting the audio from the video, as there is a couple second delay in audio playback over airplay.
but you'll need to send from a computer and not an aTV.
