The question's in the title. I'm getting broadband (and the compulsory phone line rental, which seems ridiculous) and deciding between a cheaper capped (20GB) package or an unlimited one.

I imagine it would, but - for sure - does airplay streaming use up data from that allowance?

I believe that airplay does not use your cable providers bandwidth but rather wifi to transmit, so if that's the case it will not go against your allowance

Sarcasmville.
AirPlay works from inside your home network. Only data that moves through your modem counts as usage towards your broadband plan.
