All of my apps with audio (Music, Audible, Podcasts, SiriusXM, Amazon Music, and others) play through my AirPods, but if I try to invoke Siri or use them during a phone call they are silent. I can sort of "jump start" them by killing open audio apps or playing some audio and immediately making a call, but soon thereafter they revert to their previous silent behavior.

What I've done: Unpaired and re-paired AirPods multiple times, reset network settings on iPhone, rebooted iPhone; pretty much everything I can think of before taking them into an Apple store (though these are launch AirPods and probably out of warranty).

I am frequently having the same issue since moving to iOS 11. I seem to have more issues if I have been using the AirPods for music just prior to making a call.
My AirPods have been less reliable in general since iOS 11. I assume that the issue is software.
For what it’s worth, the AirPods have been out for less than a year, so they are still be under warranty.

I’m betting you have an Apple Watch. Put it in airplane mode and see if they work for calls.

Okay, I found an answer, though it is really unsatisfactory. I have the Tile app installed and a number of Tiles associated with it. Once I disabled Bluetooth in the app the AirPods worked perfectly.

I like my Tiles and would like to keep using them, so for now I m using my iPad to keep track of my Tiles not as convenient because I don’t always have my iPad on me, but it will have to do until the conflict with the Tile app is worked out.

I had bought I was he only one experiencing issues with music payback to calls after iOS 11 etc I have third party BT headphones. Seems a software stack update maybe required via iOS 11 on the local chip (iPhone) and maybe my Jabras. I’ll check the latter first. Does AirPods have updates, any updates pending?
