When I ask Siri to put them into noise cancellation or transparency mode while in the podcast app when playback resumes the audio will drop in one ear. if it comes back in the ear that dropped out the audio will stutter in and out and be delayed behind ear that stays connected.
To get both ears back I have to pause the audio and wait approximately 5-10 seconds then press play again and it resumes with both AirPods
As troubleshooting I have un-paired the AirPods and re-paired them and tried the same thing again using Siri to invoke the noise cancellation or transparency modes this time round the opposite AirPod dropped out and the other stayed connected.
I also had the same audio issues with the one that drops out stuttering behind the other one and if I pause playback for 5 to 10 seconds and press play again they will both reconnect
I have also tested this in the music app and none of the AirPods drop out I think the reason being is when you invoke Siri using the music app play back only ducks down and doesn’t pause like in the podcast app

I have done some more testing on the audio dropout issue when using Siri in the podcasts app to change noise control mode and I have found that if I create a shortcut to switch modes using “ hey Siri, noise Cancellation” or “hey Siri, transparency “ then the audio resumes in both ears
But if I use the system command “hey Siri, turn on noise Cancellation “ or “hey Siri, turn on transparency “ then the audio cuts out consistently.
I’m putting this down to a bug in ios13.2
