I have been using Airport Express 6.3.6 (636.5) 2001-2015 on my 2011 MacBook Pro. Recently i have noticed that for a few hours each day usually early in the am and later in the evening my Mac shows a solid internet signal but cannot use the internet. I live in an apartment building on the 5th of 13 floors was thinking that maybe either their are alot other people using my same service provider (Cocego Cable) and it just gets slowed down due to this or maybe? it is my older Airport Express acting up. My understanding is Apple does not make the Airport Express any longer so if I decide to swap out my current Airport Express what would be a good choice to replace it. Thanks for any suggestions or tips.

This sounds like either this:

Or overuse of a particular wireless channel.

Internet congestion is common, but it could also be that a lot of people are the same wireless channel. Either is a strong possibility in a high dense area.

If it is just your building's ISP tap is overwhelmed with the amount of users, there isn't anything you can do except talk to your ISP or use another ISP.

Probably not this, other than the channel. I think the default for the AirPort is "auto", meaning it finds the best channel for you. If you picked a specific channel in the past, maybe change it back to auto or pick a different channel.

I wonder if the APE's channel is on auto, and restart it during peak times, it will find the best channel during peak times. Of course, this could change over time.

My understanding is Apple does not make the Airport Express any longer
Apple discontinued them about a year ago, but has not had a new model in many years.

Judging by the photo, you have an older AirPort Express.

If you otherwise like the AirPort Express, you can try a newest one, and I am sure you can find them for pretty cheap at various places. Maybe they manage channels better.
