I'm interested in getting some AirTags (never had them before) for my 14 PM. The online tutorial by Apple Support say that iCloud Keychain must be enabled.

I create my own passwords so do not use Keychain. Is this really required for AirTags?

You use keychain, whether you realize it or not. Keychain is what lets you (for example) check email without entering your password every time, or join a known WiFi network automatically. Keychain doesn’t care if you come up with the password or if it does; keychain remembers the password for you.

iCloud Keychain is required for AirTag.

I have Password & Keychain turned off and I can check my email without entering a username or password each time. So I guess it may depend on your ISP?

Anyway, my follow-up question is, if I have e.g. left my bag behind somewhere and I set it as lost (I think that's what you do?); do people with other iPhones have to have Keychain 'on' so as to help me locate my AirTag?

No, it doesn't depends on the ISP. Keychain is on - iCloud Keychain is not.
