Ran into this issue over the weekend, and I ended up solving it with an old dumb alarm clock, but I'd like an answer for next year.

On Sunday morning at 2am the clocks "fell back" to standard time, becoming 1am again. I needed to set an alarm to wake up for work at the SECOND 1:30am. How would I go about this?
 
Correct - I only had 3 hours to sleep so I didn't want to be unnecessarily woken up for the first one.

I'd probably have just set a timer. Of course given that Apple's had problems with alarms after the DST change, who knows if it would work.

Honestly the 'bedtime' part of the clock app seemed to be the best for this as I'm not sure how a standard alarm would have worked..

Friend showed me their phone Sunday night and said "wait a minute, it says I will get 8 hours of sleep if I go to bed at 12am and wake up at 7am! That's not right!!" without realizing that it was compensating for daylight savings time automatically..

Don't see why that should not work: just counting down hrs/mins/secs, not timezone dependent.

Bigger pain, and not sure this will work: can always, for one day at bed time, set the phone to Phoenix timezone, as they do not fall back. If my math is correct, for example, if setting for 1:30am CST, would want to set an alarm for 12:30am (AZ will be on Mountain time, one hour back from CST when they flip at 02:00). So, deltas of -1:00 for Central, -2:00 for Eastern.
