iPhone Alert when signal returns?

Long story short, I work graveyard and I have an hour and a half commute with spotty signal. Boyfriend and I talk on my way home to keep me entertained/make sure I stay awake.

Is there any way to be notified when my signal returns, so I don't have to keep checking my phone? I figure this is a long shot, but it doesn't hurt to ask.

I thought activator might have had an option, but it only has it for connecting/disconnecting wifi

You could try suggesting to Ryan Petrich this functionality and see if he implements it

But I don't know of any
