Just saw this in the Privacy session https://developer.apple.com/videos/play/wwdc2017/702/

All apps, including Uber and Waze (which, to my knowledge, are notable apps that currently only offer “Never” or “Always”), will need to plan for the event that a user only allows access to location data “While Using the App.”

EDIT: I just saw that this has already been discovered in the Stickied thread. I was excited, I guess.

This is great news.

I've been frustrated that some apps didn't previously have the "While using the app" option available.

Having it mandated going forward in iOS 11 is a brilliant move.
