Backed up my 3GS

Synced my new 4S

No contacts.

They're still on my 3GS. I don't know if they're still in itunes or whereever.

Help! What do I do?

All my appointments are gone, too :'(
 
Did you you export them to your Address Book? Connect your 3GS and import your contacts to your Mac's Address Book, are you able to do that?
 
if you turned contacts "on" in the icloud settings, turn it off and choose "Keep on my iDevice." this restored them for me when i upgraded to iOS 5 and set up iCloud.

This is on a thinkpad.

icloud is completely disabled.
 
Try this.

Open the iPhone part in iTunes, go to info, and sync contacts to your PC to Windows contacts or something, then plug in your new phone and down the bottom you can tick a box that will "Replace all contacts on phone with these" or something, and it'll sync them from Windows contacts to the phone

Works for me anyway, if that made any sense
