iPad All Keychain passwords lost after logged out

When i logged out with my Apple ID, i forgot to save the Keychain passwords, so when i logged in all the passwords were gone.
How can i get them back?

Of course i did this, different times. But the passwords are still gone.
At the moment i logged out, i was logged in with another iPad. (the same Apple ID and Keychain on)
The other iPad contains different passwords compared to the device where i logged out.
Is it possible that the passwords are merged? But if so, then i should have seen all the passwords.
Very strange situation.
