By silent do you mean on vibrate? Or do not disturb?

Download a silent ringtone, set it as default. Assign a real tone to contact(s). Set the vibration pattern to none. Assign as default. Real vibration for contact(s).
Can repeat for texts: define real tone and vibration for contact(s), null/non for defaults.
Can't speak to 3rd party messaging apps.
ADD: oh and... get a spam call blocker, and possibly the WideProtect app (block entire area codes, exchanges).

Yes, the silent ring tone trick is effective, and is what I do too.
In this world of spam call hurt, it's a shame that Apple doesn't provide a simple way out, i.e. an option to whitelist contacts and sink-hole the rest. We shouldn't have to jump through involved hoops like silent ring-tones.

You can enable emergency bypass for a single contact in the contacts app. This then silences everything else on the phone but allows that one contact to always get through no matter the setting of the phone. However it only works for calls, email through the iOS mail app and iMessage. It won't work for WhatsApp or any other 3rd party app.
I don't think simply assigning emergency bypass to a contact silences everything else, unless you mean using that in conjunction with Do Not Disturb that is also set not to let phone calls to come through.
That aside, the other downside with emergency bypass is that it also bypasses even the vibrate switch, so even if you have your phone in vibrate mode it will still have an audible ring or alert associated with that contact.

I only have 2 no’s on emergency bypass. One is my wife and the other is the one I have to have for work.
This means that at night when DND is on if I’m at work and the wife calls me I know it’s urgent. Similarly if I’m at home in bed and work call me at 0100hrs I know it’s urgent and not to be ignored.
Both know not to call during those times unless it is urgent/emergency.
Everything else can wait until DND switches off at 0430 when my alarm goes off.
