There's a nice option under the "color" pane to convert a pic to HDR (has a sliding bar that lets you increase/decrease the default setting). Mid level: Nitro - also has edit as well as store, categorise and view - as mentioned by @notrack GraphicConverter https://www.lemkesoft.de/en/products/graphicconverter/ Cheap: I don't think there is much worth looking at. Free: Photos (as you already know) Adobe Bridge.
