I always use my phone in portrait. About the only time I use landscape is when I watch video, or view PDF's for work. I wish the phone would just know what I want to use landscape for and automatically adjust.

Is there a jailbreak solution to this?

I am confused, youtube fullscreen is forced to landscape, playing a video stored on the phone in the videos app is forced to landscape

Through the app, or through the website. I just want a universal rule to play all video and pdf's form anywhere in landscape, while locking it to portrait.

I would love this so much. I lock my device in portrait too but always have to unlock it just to let the video play in landscape. I second this request!

I use LandscapeVideos on 7.1.2. There hasn't been an update since the iOS 8 jailbreak but you might want to give it a try, it might still work on iOS 8 just fine

Note that it only works for apps that use the stock video player (or so I read from somewhere)
