Unfortunately, sites always have in the terms of condition that their receiving your order doesnt obligate them to fill the order.

Or at least order 20 and keep an eye on your order. If you're ordering 10,000 the people packing the order will question it. At 20 you've got nothing to lose. Hell, if I lived in the states, I'd do this.
