By the way with the new IOS 9 and the Ipad Air 2 there will be the split screen possibility :
So it will be possible to have on one side a web page and one the other side a handwriting note to write or draw on it.
"The iPad's new Slide Over and Split View multitasking features.
At this point, those of you with newer tablets may have installed the beta and tested them out yourselves. But if you have an older iPad or if you're waiting for a more stable build of iOS 9 to use, we've put together a quick video to show the features in action.

Slide Over—supported on the iPad Air 2 as well as the original iPad Air, the iPad Mini 2, and the iPad Mini 3—is best used for quick hits. When you're using a Slide Over app, you can't use the app underneath again until you dismiss the Slide Over pane.
Split View, available exclusively on the iPad Air 2, lets you use two apps side-by-side and simultaneously. It's more useful when you need to, say, read a webpage and take notes at the same time, or fire off texts and e-mails while working on a paper or presentation.
In both Slide Over and Split View modes, you can choose between different apps by swiping down from the top of the pane. For now, Apple's first-party apps are the only ones that can take advantage of the features, but when the final version of iOS 9 is out this fall we should begin to see third-party apps use them too."
