Hi ;)

Is it true that you can only lock a folder on an iPad if it is jailbroken?

I found on the Apple store an app that should do it: Lock Folder.

I downloaded it but I can't make it work

I created a password.

I selected for example photos or documents.

I created a folder, clicked on + but nothing happens: no photos or documents... the page remains empty!

I contacted the support several times but no answer.

Has anyone tried it?

You need to upload the file(s) into the Lock Folder app.

If it's like all other document vault apps, and really all iOS apps, storage is siloed (can't see into other silos), so need to "share" the file (aka export) to the app. In this case, the file will be copied to the encrypted file storage app, at which time you can delete the file from the app you shared from so as that copy is not taking up space and in an unencrypted form.

I don't find this app Lock Folder in the "Share" option in "Files"…

What do you mean by "export" ?

I found a cloud icon in the app but that is only for premium version that one have to buy…

Well, per the App Store, it looks like you'll need to either upgrade to cloud option or use a PC or Mac and create a server connection between the iPad and the app. For some reason, they are not supporting importing via the share sheet.
