With the new iOS 11 and new folders app, is there an easy way to get older photos on my portable hard drive back onto my iPhone? Basically a few years ago I had downloaded all my photos from my old iPhone and put them on an external hard drive while deleting them on my phone to allow more space. Since I now have 256GB (I have a ton of free space), is there an easy way to get those old iPhone photos back to my current iPhone?
 
Do you use iCloud Photo Library? The easiest way would just be to add them to that if you have the iCloud storage space.
 
I don't use icloud photo library so the way I did was I synced the pictures using itunes and then I use the duplicate function in the photos app and this will make all the pictures that you synced to be placed in the camera roll (the duplicates)...and then you delete the folder using itunes...after this all those pictures will be in your camera roll as opposed to in a separate folder

That was what I was intending to do. I should have been more clear. I was wondering if there was a way in the file system to be able to drag and drop them in my phone vs using wifi to upload them.

No I don’t think so. If you’re adding them to your iCloud Photo Library then they will have to upload via WiFi at some point. Why not just do it on your computer and then download them onto your phone when the upload has finished?
 
Google photos, unlimited storage, although slow initially to upload, (I had over 100,000) photos to upload, now if you take a photo on iPhone, in seconds it's available automatically on every device that has Google photos installed.
