Probably not but it's an apk so why not install it and see for yourself and post back for others :p

Just be sure you have an apk of your current camera app, in case you want to revert back.

Download Snap Camera HDR from the PlayStore. It is a better camera app with more features, but has an option to use the 4.3 camera UI (if you happen to like the new "arc" settings).

When it comes to replacing system apk's, you need to be a little more cautious. There is little to gain in this case, especially when there is an app like Snap Camera. Take pics with the volume buttons or tap the screen, take quick photos in burst mode or as fast as you can tap the screen, focus on a single point, saves to SD card or the same folder as stock camera, plus the HDR actually works like HDR should! This camera is my stock camera app now.

Will it make my HTC One take better photos?

The One is limited by its hardware. No matter what you try, a 4mp camera isn't going to push out more pixels with software.
