A question i've had for a while is whether or not software for products differ in location. Today Samsung launch officially 4.3 for the international Samsung Galaxy Note II (GT-97100). Samsung a while back mention a premium suite for US models of Galaxy S4, Galaxy S3 and Galaxy Note II. Is the premium suite 4.3 exclusive to the US and will it have more features then the international variants?

You confuse Android 4.3 with Samsung Touchwiz. Yes, there are probably variants on different Samsung Touchwiz based on Android 4.3.

Android 4.3 is the base operating system OEM such as Samsung sometimes add their own frontends on top of Android such as Samsungs Touchwizz which can add extra features that is not in the base operating system.
