Could be that some minor bugs are being fixed prior to release in these builds, that I certainly wouldn't object to. But since I'm already running 16A322 it's probably not worth going through the hassle of performing another installation with the full installer.

Nope. It's a GM Candidate. Always has been. The El Capitan GM was also different a newer build than the GM candidate last year, though they never released a new candidate in between.Apple's definition for GM has really changed...
Just saw another build 16A323 at the Dev Portal. Last one was 16A322.
